Budget Session 2025 Bills List: The Budget Session of Parliament begins on Friday (January 31). 16 bills could come in this session. 12 bills, including the Waqf amendment bill, were brought in the monsoon and winter sessions of 2024. The four new bills include the Finance Bill, the protection of interest in aircraft objects, the Tribhuvan Cooperative University, and the Immigration and Foreigners Bill.

The Waqf amendment bill is the most important of the old bills. It was introduced in Parliament on August 8 last year. However, the government had submitted the amendments to the Joint Parliamentary Committee (JPC). JPC chairman Jagdambika Pal submitted her report to Speaker Om Birla on Thursday (January 30).

1. The Waqf (Amendment) Bill, 2024:

This bill will change the structure of the Central Waqf Council and the Waqf Board. So far, women and non-Muslim individuals cannot join the Waqf Board, even if the bill is passed. Under the old law, the ruling of the Waqf Tribunal on waqf property used to be the last. It can now be challenged directly in the High Court.

2. The Muslim Waqf (repeal) bill, 2024:

It was introduced in the Lok Sabha in August 2024, along with the Waqf bill. It will abolish the old Waqf Act, 1923. However, the Waqf Act 1995 will remain in force as before.

3. The assessment of representation of Scheduled Tribes in the Assembly Constitution of the Goa bill, 2024:

It was tabled in Lok Sabha in August 2024. Through this, Goa provides for reservation for Scheduled Tribes in the assembly. There is not a single seat reserved for ST right now.

4. The Disaster Management (Amendment) Bill, 2024:

passed by the Lok Sabha in December, 2024. It will provide for the setting up of a National Disaster Management Authority at the national level, a State Disaster Management Authority at the state level, and a District Disaster Management Authority at the district level. It will also empower states to create separate urban disaster management authorities for the state capital and cities.

5. The Banking Law (Amendment) Bill, 2024:

It was introduced in Lok Sabha in August 2024. It has been brought to amend 5 banking laws. This includes the Reserve Bank of India Act of 1934. Through this, amendments will be made relating to the tenure of directors of cooperative banks and the settlement of unclaimed amounts.

6. The Railways (Amendment) Bill, 2024:

It was passed by Lok Sabha in December 2024. It will scrap the Indian Railway Board Act, 1905 and incorporate the provisions related to the Railway Board into the Railways Act, 1989.

7. The Oilfields (Regulation and Development) Amendment Bill, 2024:

It was introduced in the Rajya Sabha in August 2024 and passed the house in December. This will lead to changes in the Oilfields (Regulation and Development) Act of 1984. It will have provisions related to the petroleum mining lease.

8. The boiler’s bill, 2024:

It was introduced in the Rajya Sabha in August 2024 and passed the house in December. It would replace the Boilers Act 1923. The country does not have clean laws relating to boilers (liquid and other boiling machines in industrial use) manufacturers. This will give the state governments more power in this regard.

9. The bills of lading bill, 2024:

It was introduced in the Lok Sabha in August 2024. It will replace the 169-year-old 1856 Indian Bills of Lading Act. Through this, the central government will be able to issue directions to implement the provisions relating to the loading of goods in cargo ships (cargo ships) laws.

10. The carriage of goods by sea bill, 2024:

It was introduced in Lok Sabha in August 2024. It will replace the 100-year-old Indian Carriage of Goods by Sea Act.

11. The coastal shipping bill, 2024:

It was introduced in Lok Sabha in December, 2024. It would replace the Merchant Shipping Act 1958 Part 14. This bill has been brought to regulate ships engaged in maritime trade within India. This will also apply to other ships, like ships and boats.

12. The merchant shipping bill, 2024:

It was introduced in Lok Sabha in August 2024. It will replace the merchant shipping bill of 1958, 2024. It will make registration of water vessels mandatory. It will also make necessary provisions for ship owners.

1. The Finance Bill, 2025

A budget is a kind of finance bill.  Through this, budgetary provisions for 2025-26 will be proposed. All finance bills, including the budget, can be tabled in Lok Sabha only after the president’s consent.

2. The Tribhuvan Cooperative University Bill, 2025:

It was planned to be introduced during the winter session but could not be due to several reasons. It is likely to be brought to the budget session. The bill empowers the Institute of Rural Management (IRMA) in Anand, Gujarat, to set up a university. The name of this university of national importance will be Tribhuvan Cooperative University.

3. The protection of interest in the aircraft objectives bill, 2025:

This may be introduced in this session. This bill will make provisions related to aviation financing.

4. The Immigration and Foreigners Bill, 2025:

This bill can be brought to change the rules related to immigration and foreigners.
